Steps I have taken to troubleshoot this issue:
Waited for well over an hour at this black screen, with no change.
Tried the installation with USB, DVD, and via iDrac, all resulted in the same problem.
Noted that in each case activity stops after about 20 seconds e.g. usb activity light stops, dvd stops spinning, iDrac mounted image stops transferring (about 46.6 MB each time)
Removed 'quiet' option from the grub entry, this did not result in any output.

I am able to install CentOS 7 if I switch to BIOS mode, so there is no general hardware issue regarding compatibility.
I am able to install Ubuntu 14.04, Proxmox and Arch Linux when the server is in UEFI mode without issue.
Updated all firmware on my R710 to the most current versions.
This same problem occurs with Centos 7.1, Scientific Linux 7.1 and 7.2.
Tried with minimal install and the full dvd iso.
Verified both minimal and full dvd isos have the correct checksums.
I do not know what to do to further troubleshoot this, overall the problem seems very strange considering no one I have spoken with has had this issue.

How would I go about creating a CentOS 7 bootable USB drive with Windows? I've read the howto page for it and it says that Unetbootin and Universal USB installer won't work for CentOS 7. In addition, I've already tried dd for Windows, and that didn't work properly either - booting from the USB drive resulted in a 'Machine Check Error'.

Moreover, the CentOS 7 installer image has a special partitioning which, as of July 2014, most Windows tools do NOT transfer correctly leading to undefined behaviour when booting from the USB key. Applications known (so far) to NOT work are unetbootin and 'universal usb installler'. Confirmed as functioning correctly are Win32 Disk Imager and Rawrite32 and dd for Windows.

So, just use the Win32 Disk Imager tool, with the provided images.

iso2usb and Pendrivelinux.com are other options.

I've used rufus to make bootable drives on Windows in the past and it has worked well.

You could also try iso2usb

You caw use UNetbootin for linux or if you have some pc with Ubuntu you can use USB Startup Disk Creator tool.
